The Upper Chesapeake Bay Athletic Conference uses that opportunity to adjust its own two-tiered football conference, not on enrollment, but rather on performance. The two teams with the worst records in the previous two years of competition from the Chesapeake Division switch places with the top two teams from the Susquehanna Division.
