Is Jason Campbell a breakout candidate? Breakout candidate might not be the appropriate phrase. Might I suggest sleeper? Admittedly, that might be splitting hairs. But I'm all about sticking to the technical definitions, and I think of breakout bets being names you know who might provide early-round value for a midround selection.
