When to draft a tight end, defense and kicker

There's a general consensus among fantasy football experts, and it goes something like this: You draft your kicker in the last round and not one pick sooner. As for defenses and tight ends, you can select them a bit earlier if you're seeking "sure things." But when really is the right time?
