Discretion the key in celebration penalty calls

It's time to throw a flag on officials for overzealously calling celebration penalties -- particularly when a game is hanging in the balance. It's time to rewrite the rule or remind officials how to use their discretion properly and not throw the flag. Saturday's Vanderbilt-Florida game brought this issue into focus once again.
