Everyone is talking about Bud Selig's new proposal for more severe penalties for steroid use, and I believe a lot of people are misreading the situation. I don't think Selig is trying to force anything down the union's throat. Selig is under pressure from Congress and some owners, and he's basically passing that pressure along to the union.
