Canada Ontario has rejected a controversial proposal to curb water diversions from the Great Lakes, saying the new proposal is too permissive. The proposal was floated by the Council of Great Lakes Governors, made up of officials from eight U.S. states and the Canadian provinces of Ontario and Québec.
