ESPN Insider Tuesday, March 2, 2004 Garner Tampa Bay Buccaneers: Last year the Redskins raided the New York Jets. This year the Bucs may be doing the same to the Oakland Raiders. They already got GM Bruce Allen from the Raiders, now according to the Tampa Tribune the Bucs are believed to be preparing offers for Raiders free-agent OL Matt Stinchcomb and RB Charlie Garner.
