NFL Insider Wednesday, August 27, 2003 Currently in the NFL, there are no dominant teams. The Bucs won the Super Bowl last year with a mediocre running attack and a below average offensive line. With only so many dollars to go around thanks to the salary cap, teams must choose which parts of their rosters to concentrate on, and leave weaknesses that they hope to hide or just overcome.
