It wins the 23rd annual tournament before a crowd of 30,000, which includes thousands of Chinese waving Republic of China flags. Tsu-Yen Chen, a slender right-hander who struck out 21 in Taiwan's opening-game, nine-inning win over Canada, shuts out Santa Clara, Calif., 5-0. He fans 11, walks two and allows three hits.
