The seven teams that voted against arming defensive players with radio headsets share one thing in common: they're head coaches with backgrounds on offense.

The league has 16 head coaches with defensive backgrounds, 15 with offensive backgrounds and one -- Baltimore's John Harbaugh -- with primarily a special-teams background.

Green Bay, Oakland, Philadelphia, St. Louis, Seattle, Tampa Bay and Washington voted against the measure. Eight teams with offensive-minded head coaches -- Denver, Minnesota, New Orleans, Houston, Arizona, San Diego, Miami and the New York Giants -- supported the measure, which passed by a 25-7 count.
