The illegal shift penalty negated a third-down conversion that would've put Cowboys kicker Nick Folk in position to make his team up, 20-7, at the half. On the third-and-15 play, Tony Romo appeared to short-arm the throw to running back Marion Barber because he was afraid of hitting Cory Procter on his follow-through.
